Q:So, Paul didn't use scripture to talk to the people on Mars Hill. So with out scripture tell me why is there a god?

That has to be the most nonsensical thing I’ve ever heard. God’s revelation in creation is sufficient for any person to know He exists. His special revelation through his scripture and the person of Jesus is how we can know him most fully until we are on the other side of this life. If you want to know WHY there is a God, try opening up a good Bible or asking Him in prayer. I don’t know the why, I know the “is”.
